I've never seen an industrial/experimental/ebm/power electronics/synthpop/neofolk band claim they were goth or actively champion the culture before the 00s and "cybergoth". Even now it's still rare.

You could start out as a goth rock band and then do some power electronics on the side or start out as a percussive industrial band and then go new wave or vice-versa and you could do neofolk and then recruit a singer who's associated with the goth scene.
The goth subculture was still fresh and there was already crossbreeding and genre shifting.
Goth, like autism, is a spectrum. With plenty of dimensions.

Well Robert Smith called NIN and Marilyn Manson "goth bands" in the 90s even though they themselves only began acknowledging their goth influences in the 2000s.
So clearly people didn't wait for cybergoths to start assimilating the industrial and goth scenes

It's not the artists themselves who are toting around the goth moniker, it's the fans calling them goth. I imagine most newer artists wouldn't want to label themselves because it boxes them in and lowers their appeal to others.

uh not really, they're both just spooky offshoots of New Wave. There's certainly a strain of EBM that's a lot more macho militaristic and whatnot but beside it, there's EBM like Bigod 20 that's closer to darkwave.
The line is pretty blurry and when you take into account the fact that hard trance was partially inspired by EBM, the whole electro-industrial harsh EBM aggrotech scene of the 2000s really isn't the abomination it's made up to be, it's clearly the result of trends that were already beginning 20 years before that.
Now as for specifically techno-derived genres that label themselves as "goth" like darkstep and dark breakcore and shit, it's clearly a case of normies trying to retroactively market their shit as a product of a subculture they don't actually know
as for power electronics, as I said it's just something that some early goth rock bands also happened to be into, so both scenes kind of ended up cohabitating even though the music itself is very different

The sound may have been different, but the subculture was one. Old school EBM subculture wasn't goth and didn't really try to appeal to goths, you can still see it at places like Familientreffen or something. Even today, if you go to a Nitzer Ebb concert, youll see two completely different camps there.
