Good music, regardless of the lyrical themes or your position on its themes can simply good music. You can't just deny that something is musically good just because it has lyrical themes that you disagree with. But the fact is that there IS no good druggie music. Personally, I'll say it can be; it's not a hard and fast rule, but it can be. That said, it all depends if you see the pop art as being high art; basically the likes of Warhol, Lichtenstein, the Independent Group... If you do, then yes; if you don't, then no.
