Retroactively. I believe positive punk was thrown around a bit, mostly I've heard it in reference to joy division and the first goth bands.
Post-punk was used as early as 1977. Punk is such a dead end that if anyone sounded punkish but made it a little more complicated it was immediately worthy of being called post-punk.

Yet you get people involved in different scenes that incorporated experimental elements (crass) that were still classed as punk (in crass' case anarcho punk)
