Is there such a thing as actual noise punk? of course there's all kinds of "noisy" lo-fi punk, but it's not actually "noise", as in, utilizing noise as an instrument, as opposed to artifacts from recording. if anyone knows any true noise punk records like i'm describing i'd love to hear.

Are you basically thinking of electronic harsh noise type stuff but with punk songwriting and rhythms?
The first time I saw the term "noise punk," it was in reference to DNA. But like everyone's saying, pretty much all noise rock exists within the punk movement, so I guess it's just that the term isn't in popular usage. Of course, some noise rock bands are punkier than others, like Unsane, Melt-Banana, Flipper, etc.
Also keep in mind the noisecore genre.
