OP speaking; Freak Out! clicked with me once I heard Hot Rats, but in retrospect I think Freak Out! IS the best starter Zappa album
Hot Rats is one of Zappa's most accessible albums. That, Apostrophe, and Overnight Sensations are good places to start.
I started out with Freak Out, and really enjoyed it but the last part of side three and all of side four might come across as a little weird if not jarring to somebody not experienced with his music already.

different FZ periods are going to give different reactions if it's your first rodeo
MOI period is all good IMO - Freak Out/Uncle Meat/Chunga are all pretty reflective of that era;
FZ band era also mostly all good IMO - Zoot Allures/Sheik Yerbouti/Studio Tan-Sleep Dirt-Orchestral Favourites progression is great but may as well get a copy of Lather;
FZ 80's onwards period not my highlight IMO - studio tone starts getting a bit too 80's processed but You Are What You Is/The Man From Utopia/Best Band You Never Heard etc are pretty good highlights.
does One Size Fits All qualify as a good starter Zappa album, because it kind of sounds like it could
