Why has no other rock band pushed boundaries like they did?
Why has no other rock band found a cure to leukemia?
Why has no other rock band gotten Trump impeached yet?

I feel like rock refused to evolve in that direction. What should've happened with Kid A is that rock musicians look at it, and realize that adding electronic flourishes to rock music in various ways was the way to go. Instead, these experiments with adding various electronic aspects were looked down upon by the most ardent of rock fans who cared more for post-punk and garage rock revival at the time. Sure, not every band has to do the electronic thing (eg. recent Swans and a decent amount of math rock guys pushed boundaries without necessarily relying on more electronic experiments) but at the same time it's obviously this large realm of creative potential within rock that's mostly untapped.
