Aesthetics of harshness and severity are the backbone of BM. If you genuinely understood the genre you wouldn't even feel the need to comment on that cover.

I'm not sure what you mean by "similar". That type of punk-influenced, trebly, crude, straight-to-tape BM sound has been pretty widespread in underground BM in the past decade(especially in the US), but that particular band had a slightly more ethereal take on it than anyone else I can think of at the moment.

Bone Awl is definitely the main band of note here and a towering influence on the whole thing. Probably a good place to start, as are the Klaxon and CW Productions labels.

Can't name any new black metal band...
Behemoth - It's by far my favorite black metal band. Fun fact, my first ever metal song I heard was conquer all, before that "heaviest" music I heard was some papa roach and linkin park. When I heard conquer all... It was overwhelming experience.

I really really like Satanica. Their last two albums before The Satanist were pretty boring imo
