Achtung Baby, by far.
Joshua Tree might have some better songs one by one, but AB is just so consistent in the mood it sets. Definitely the greatest industrial-infused pop album that was ever created. Also helps that the "best" songs aren't the singles.
Apart from these two, U2 are an extremely disappointing band.
