It's just an artifact of history. The majority of music that has survived any significant time has been music that has been notated and it survived because it was notated. Most of that music is then put in the vague category "western art music" because it survived. Even troubadour songs are usually classed as art music because they are in medieval manuscripts despite them being the pop songs of their day. Just another reason why "art music" is such an empty gesture.
