The tone is not depressing, it's depressed. It's music by a depressed man not for depressed men (this would still be apparent ignoring Ian Curtis's personal life all together). The lyrics tie it together in this way.

It lyrically does from the get go. Disorder onwards is purely about depression. Not to say closer isn't darker/better at expressing this but UP is entirely about disconnection, depression, and loneliness.

for me Faith sounds like depression, bleakness, uncertainty, pure loneliness. Pornography is his twisted anxious brother. It's a more dirty and desperate kind of mood. Both great tho, but I think Pornography has more impact and is better overall
