I actually kind of like tis album, even though a lot of major publications and most Bowie fans say its terrible. It definitely pales in from of much of his other 70s work (and other 90s albums like 1. Outside) but I think that taken outside of the context of Bowie being Bowie and the standards that apply because of that, its a pretty solid album.
Decent album. About a 7/10. A lot of weak spots but has two of Bowie's best songs (Survive and Thursdays Child).
New Angels was great too. Love that keyboard intro.

It's definitely of it's own time
The 180 to schlocky Adult Contemporary was a bit jarring at the time, moreso because people (morons) compared the overproduced sound to Hunky Dory, which it clearly was not
Still there are a few really good songs on there, when he drops the kitschy sadsack persona and actually sings (New Angels of Promise, Dreaming My Life, the Dreamers)

ALL OF MY LIFE I'VE TRIED SO HARD
DOING THE BEST WITH WHAT I HAD
NOTHING MUCH HAPPENED ALL THE SAME
LIVED WITH THE BEST TIMES, LEFT WITH THE WORST. IVE DANCED WITH YOU TOO LONG, THERE'S NOTHING LEFT TO SAY
