I think the idea is that 2 Chainz' brand of bad is actually pretty hilarious (listen to his feature on 3500 by Travi$ Scott) so that is a redeeming quality. The new Arcade Fire album is played completely straight, is underwhelming, plastic, and quite uninteresting.
It's kind of like asking why does buttrock post-grunge get like 2s and 3s but Andrew W.K.'s I Get Wet is an 8.
