Far from it, whilst it is certainly cast-out perhaps unfairly in Blur's discography it is so for a reason. That's not to suggest that the album is atrocious, far from it - though it does little to build on the success of their previous releases and instead dilutes their material with kitsche samples, repetitive song-structures and little in the way of lyrical progression given the band's reliance on Beatles-influenced character studies that had already became overtly commonplace with the release of Parklife. Furthermore the album sticks far too strictly to Blur's typical album formula (single on the first track, lead on 2nd/3rd with filler to offset the dynamics of such and another heavy hitter on the second to last track), the only deviance from this being the placement of The Universal in the middle of the track-listing. The majority of the tracks on here feel much like B-sides in the manner that they attempt to gouge into the more minor topics of British lifestyle as if trying to dive under the radar of their previous releases resulting in an album that makes desperate attempts at humor to the detriment of substance. In addition to this the instrumentation with the exception of The Universal fails to offer anything new to the table, in fact it regresses considerably from Parklife and suffers from the jumbling of numerous dynamics without clearly exploring any sense of direction; there wasn't a single trace of a strong guitar lead as there was on Trouble in the Message Centre nor were the synths as nostalgic and prevalent as London Loves. Then there are tracks like Top Man where the chorus of "om"s feels almost like a gimmick rather than something that would actually augment the track's quality. Fundamentally whilst it is a decent album it is a clear step back from their previous material, even Leisure had a greater sense of direction and catchier hooks which The Great Escape was clearly going for, yet for some reason could never quite execute.

It can't really be classified as such. The album borrowed enormously from the shoegaze scene at the time and borderline copied the "baggy" sound of artists at the time (most notably Ride) albeit with less emphasis on layering and more on production, Leisure had far cleaner production than most albums at the time and so could never be considered as a "noise rock" album, its debatable as to whether it could even be classified as shoegaze.
