The instrumentals on Heroes aren't on the same level as the ones on Low and having all of Side B be ambient would just make it feel overshadowed by that album
Part of what makes Secret Life so effective is specifically that after all the instrumentals it's one last burst of energy to close out Heroes which reflects the difference in tone between it and Low
