What do I listen to after this and Peng? Is it their best?

Really though TRNBWA is probably their best but pretty much everything from Peng to Dots and Loops are great, I assume most everything else is alright too but that''s all I've heard really. A bunch of the compilations are great also.

Weird you picked those two. Listen to basically everything inbetween those albums and you're good. Post-Dots is if you're really hankering for more Stereolab, or vastly prefer the Dots & Loops sound to the stuff before it.

Dots and Loops is a 10/10. Their best work.
