Excluding Live albums..yes I know that 98.12.28 is incredible and arguably their best release.

(1996) Kūchū Camp
I consider these 3 as well as their live album the best and easiest to recommend. 9/10 stuff+
(1991) Chappie Don't Cry
(1993) Neo Yankee's Holiday
(1992) King Master George
These next 3 are all decent. Fairly groovy, the vocalist is still just as good + they're pretty solid.
(1994) Orange - Didn't really dig this at all.
OP here. Just want to add that the performance of Long Season at the end of 98.12.28 is utterly amazing and quite possibly my favourite live performance of any group ever.

I agree with you with everything except orange. Orange is above the bottom three and below the top 3. Even though Long season did get fair popularity on here they are still very underrated, and in my opinion were the greatest band of the 90s. Also if I had to choose my favorite live performance of a song it would either be long season or yuremaki in the air. Both songs are absolutely magical live.
Also unrelated but mushishi is fucking amazing.

I think I need to give Orange more listens. It's rated higher on RYM too. It just didn't grab me at all.
Also realised I didn't include Oh! Mountain which I think is below top 3 (where you put Orange).
