I think that overall Bowie's late 90's-2000's output is underrated and ignored compared to his earlier works. Outside, Earthling and Hours are all really nice. Heathen, Reality and The Next Day are all excellent works.
Anyway, pic related for me. I think people ignore it or treat it badly just because it's much more accessible and poppy. Angel Guts would be underrated too.

Always is a little underrated, it definitely has some absolutely stellar tracks, but desu I can't help but think of it as a less memorable Dear God. Agreed on Angel Guts, it gets better with every listen

Love Heathen but Buddha of Suburbia is his most underrated, Heathen was seen as a return to form from critics after 'Hours...' (which I also love, definitely doesn't deserve the hate. Where Are We Now, So She and I Can't Give Everything Away really sound like they could be off Hours, and people rate them highly, I'm glad he returned to that sound)
Bowie even said at one point Buddha was his favourite album, a lot of Bowie fans haven't even heard it, assuming it's a soundtrack, when only the title track was ever used on the show. Should've been marketed as what it is, a proper studio album. Kind of crazy he wrote and recorded it in less than a week.

Yeah he was really annoyed about the treatment BoS got, basically no promotion from the label since it was considered a soundtrack, and it didn't even chart. Outside is better though
