Why were the 80s such a great time for powerful, intimidating political music whereas 2010s' political music is so utterly impotent and moronic despite the general feel of the times being just as bleak as it was in the 80s?

Well first of all Hardcore was fresh that decade but it's a bit burnt out these days. Besides Hardcore, the 80's were dark in a 'cold' or 'ominous' way. A lot of this is due to the mechanical nature of 70's avant-garde music. Basically post-punk reconciled punk's political edginess with these more distant sounds, then goth grew out of it as a subculture (inherently increasing the popularity of this kind of music). You should go to your local goth club and rally some guys up if you want to see another Killing Joke.
