Early punk artists charted and the typical "pop punk is garbage" claim came from the hardcore kiddies in the 80s. Ramones, Sex Pistols and The Clash all managed to hit the charts.
Plus most ramones songs follow the same hook centric format most pop songs do
However I categorize it as punk
For the record I think of something like Blondie as one of the first pop punk bands and is basically the paramore of the 70s
