It's Pet Sounds, subjectively and objectively. Sgt Peppers lacks cohesion as a whole and is not as consistently well composed.

i've listened to both albums many, many times. in my opinion, i'm not sure how listeners manage to honestly say that sgt pepper is near the quality of pet sounds. pet sounds is on another level, musically and emotionally.
