IMO best album is the wrong question. Everything from the post-OK Computer breakdown to 2-3 tracks on Hail to the Thief was excellent.
The B-sides tell you were their minds and studio experiments were at - there was some "Palo Alto" thing with a chorus drone about "city of the future". KID A was pretty fucking awesome. Amnesiac was the same recording effort so it shouldn't really viewed as "different". Then they decided it was their personal purpose to respond to George W. Bush.
Hail to the Thief was, within ~3 months, the last music I ever paid for - though I almost though about sending a "donation" a few months after pirating RHCP's Stadium Arcadium.
