They have to follow the law. If the song in question is public domain, you can do it for free. If someone owns the rights to it, you have to get permission from that person.

i like the writing here and I think people who are into more lofi/noisy shoegaze would enjoy this a lot. i think when you mix/master your full length you could cut down on a lot of the hi end noise and it might make it more palatable
