Why are people who make hip-hop beats and dance music called 'Producers'? Surely there are song-writers, aren't they? I thought a producer was someone who produced said thing, that is to say, they didn't create it, but help by adding ideas and various production techniques.

they're songwriters (as well as producers) if it has lyrics, also production doesn't preclude the writing of the melodies/beats. i've heard people try to use engineer to describe the person who writes the music, but it's a bit of a stretch to me.
