To follow up there isn't really a "proper" industrial band that has incorporated shoegaze, its more the other way around, where either shoegaze or rock bands have tried to cop from industrial. A Place To Bury Strangers comes to mind.

if you don't mind downtempo stuff i guess you could check out some trip hop bands like sneaker pimps, kosheen etc but its not really the same thing

Before Garbage hit the scene there was a lot of Curve copycat bands, Lulabox, Sybil Vane, Angelfish are the ones I can remember right now.
Also during the blog era some bands appeared that mixed both genres, APTBS was one of them but cant remember the names of the rest, will post if they come to mind. Brainwashed.com made a whole article back in 2008 or something, cant find it

Yes they are, but the samples they've used on some of their songs are very close to shoegaze sounding, they're more on the industrial side with way more hip hop influence, but the instrumental style nails it.
