I was in high school orchestra. I'd have to say the players. You can replace a conductor and have only some minor hiccups. All they really need to do is have good rhythm and a decent knowledge of the piece. Basically a visual percussionist.
Replacing the entire orchestra would mean having to practice for weeks. A skilled sight-reader can play the rhythm of a piece perfectly upon seeing it the first time. However, there are very few musicians who can sight-read a piece and nail the dynamics perfectly. That takes weeks of group practice.
