I'm looking for some not serious music that kind of captures the mood of Oingo Boingo, Zappa, Ween, The Unicorns, XTC's Drums and Wires. That's pretty broad, but anyone have any reccs for some fun shit?

Devo is a pretty obvious one that you didn't mention. Check out the B-52s and most other new wave bands (also listen to Guerilla Toss' new album, tho it's not as lighthearted). You'd probably like Mr. Bungle as well.

There's so much musical influences in Oingo Boingo that it's hard to describe exactly what they are but I think I know what you mean.

Following on from Madness, check out some of the other 2 Tone bands like The Specials, The Beat, The Selecter, etc. Madness are definitely the closest to the sound you're on about, but the others are worth checking out as well.
Cardiacs are also quite similar, but with a more gonzo edge to them than a lot of those bands.
Also, Blur had a lot of stuff that was very influenced by XTC. Andy Partridge was the original producer of their second album until their label sacked him.
