That's the usual opinion, hence being underrated. It's on par with many of their classic albums if it's given a fair listen. Cirkus, Lady of the Dancing Water, and the title track are all brilliant. It's much better then their 90s/2000s output is argue as well. Maybe people can't stand the lack of electric guitars or the heavy handed jazz, but I think this was where Crimson was meant to go at that stage.
