I see Frank Ocean labelled art pop a lot, actually. FKA Twigs too. Otherwise I agree. Kanye in particular should definitely fall into the label more often than not.

It because it's usually classed under neo-soul, more emphasis on soul style singing sets it apart from art pop for most people

I've been listening to a lot of Hirono Mio lately. As far as I can tell, she only has one album and an EP. Pretty fantastic stuff though. This is a track from the EP.

Just start from the top and work your way through the first four albums
Start with Diamond Life, see if you enjoy it
Promise is a must listen
Stronger than Pride is alright, probably the weakest out of the four. I really like it though think it's underrated, love dat spanish guitar throughout
And cap it off with Love Deluxe, which is probably their best album, if not it's level with promise. Jut about every song on it is a hit
You can move on to Lovers Rock and Soldier of Love if you enjoyed that, but you can probably pick out the singles if you don't have time

Sylvian's solo material is a lot more ambient than Japan, but the first three albums are all stellar. Particularly Secrets of the Beehive. Make sure you don't miss his collab with Ryuichi Sakamoto on the track Forbidden Colors either! Some editions of Secrets of the Beehive have it as a bonus track.
