I have a 61-key Casio keyboard, about $100 in my pocket/under my mattress, and am currently looking for i.e. don't currently have a job. Is it possible for me to learn how to play anything meaningful given my resources and my fairly advanced age? Are there any recommended self-teaching methods that won't drain my money faster than I feel a teacher would? I don't need to be a virtuoso: only competent enough to play my own compositions and lead a band without looking like a fool.

Just learn how to read sheet music then keep playing off sheet music until you are good enough to perform live. Unless you're a child a teacher can't tell you anything the internet/experience can't teach you.

without training in person it is 99% likely you will end up developing bad habits or poor posture which will fuck you up real bad down the line
you only need to see a teacher once a week or so though, to make sure you're doing everything right. the rote practice (reading music, learning scales, arpeggios, chords, etc) can be done at home
