Why hasn't he made anything even half as good?

He didn't want to get stuck repeating himself. When he released The Outsider, he said something along the lines of "this is the music I've always wanted to make". Hell, even his live sets from the Less I Know era sounded nothing like the album. Dude's got a case of musical ADD.

In Tune and On Time is equally good, Preemptive Strike was a 9 (and really similar), The Private Press was really good too

He's already stated that he doesn't want to make anything similar to End. Also the immense amount of time and effort put into End would be hard to replicate as well.

All he did was dick around with other songs he stole with an akai sampler id hardly qualify that as effort.

Also since that album and Since I Left You it became apparent that artists stand to make money just by letting other people sample their work, so now if you wanna use a sample chances are you're gonna have to pay hefty royalties.

It took both these artists awhile to stitch the samples together and find ones that match, I think that's praiseworthy.
