I do feel like this film could have had a soundtrack that still worked. But then again, so much of it is based around quiet sounds and scenes.

There are plenty of movies with zero music whatsoever, diegetic or otherwise.
This one actually has a good deal of music which functions exactly like a normal soundtrack, that is, swelling when things become dramatic to create tension. It's just the scenes are so intense, people don't even notice. Obviously the instrumentation is relatively subtle.
First time I noticed was when Chigurh shoots the bird on the bridge and misses, but watching it after there is music even before that.

the difference is between sounds that would exist in the scene and superimposed sounds that wouldn't. seems relatively hard and fast to me.
finally, imagine if we watch the same scenes without the music and the difference
I just find it interesting a lot of people point to this film as a music-less film simply because it is one of the few films this well-known with a subtler soundtrack

Patlabor 2 it's arguably, Mamoru Oshii's best work, won many prices, but still a pretty overshadowed movie by other flashy movies from the time. Patlabor is probably (along with some Satoshi Kon's movies) the least "anime" movie, coming from an anime form.
