I'd say it's second behind WYWH just cause the concept isn't as solid. To me it feels like Roger copped the uniqueness of Animal Farm and used it to rant about society at the time in Britain. Instrumentals are amazing, and lyrics are clever, but nothing tops WYWH for me.

Obscured by Clouds is also one of their most underrated albums since it was during that period of time that was distinctly not Syd floyd, but before Waters took off with writing 90% of the band's biggest hits.
