And one of the "characters" from Albarn's Gorillaz project he had developed two years prior was based on Del Naja's 2D moniker from Massive Attack and inspired by the works of Banksy.

I'm pretty sure Banksy is just a collective led by Del Naja. A single person can't produce such art all by himself, and you need a certain amount of funding to be able to place it througout countries in the world.
