I really don't know, they were both very important. If I had to pick, I would lean toward Killing Joke.
Killing Joke took this huge, ominous, metallic sound and put it in the context of tribal music. They were taking modern sounds and making them fit primitive, ritualistic themes, but they did it with more conventional music than the early industrial bands that were doing something similar. That dynamic was massively influential on pretty much every dark, heavy band that followed them. It seems like you can hear elements of the Killing Joke sound in everything from Celtic Frost and Behemoth to Amebix and Oathbreaker.
Crass articulated the ethical, DIY ethos of punk better than any other band. They were doing everything communally, they were well versed in art, poetry, and the avant garde, and they were supporting any band that really had something to say, including amazing bands like The Ex, Rudimentary Peni, Flux of Pink Indians, and the aforementioned Amebix. They truly made punk ground level, so it was no longer just a fashion-conscious rock genre, but rather something approaching folk art. My one criticism is that their massive influence seems to have been more in the way bands think and operate, rather than in the actual music.

Brighter Than A Thousand Suns has a similar sound, albeit it's less aggressive and more melodic. It's more comparable to something like The Cure or The Chameleons than to the "average" Killing Joke record.

Killing Joke's signature sound up until the release of Night Time was that of a highly aggressive and desolate post-punk band, they arguably had more in common with bands like Amebix and Rudimentary Peni than they did with I dunno, Siouxsie & The Banshees or Joy Division.

Not at all. Crass were were scratchy and trebly and not nearly as violent as Killing Joke.

OP here again - these are actually my favorites from each
Killing Joke's first two albums are GOAT but Crass were always consistent.
I love both bands, but I gotta go with Crass.
