Tough one. I love both (throw in "Up the Bracket" by the Libertines and you get my Holy Trinity of early 2000's garage rock) but my vote will have to go to WPSIA. It's more diverse musically speaking and Alex Turner's lyrics just do it for me: witty, funny and just overall well crafted.
It's definitely a close call, but it's the difference between an 8,5/10 and a 9/10.
