Kanye has made 3 trash albums (808s, Yeezus, TLOP). He legitimately hasn't put out a respectable verse in 7 years. He also stopped even making his own shit after College Dropout so you can't give him much or any credit for whatever came out after it. Idk how you would define "artist", but you certainly can't be one if you don't make your own shit. He's been putting out subpar material for almost a decade

No but it bothers me that these kids obsess over artist because of hype, name recognition, and pitchfork ratings. Glorifying Kanye legitimately hurts hip hop as a culture. It's time to do what we've done with many other artists and say that he used to be one of the best, but he's fallen off and his new material doesn't measure up. Literally every other genre besides hip hop does this all the time - you should have to continually earn your rank
