I don't really consider the Ramones to be pop punk because they're really only that in retrospect. For me, pop punk isn't a label that exists until after the existence of hardcore punk. I'd just consider Ramones to be a flat-out punk band, being one of the initial wave to breakout and introduce the genre to a wider audience.
Coming up with one good pop punk band is kind of tough. Most of the good ones break out of genre fairly early on to the point where I don't know if it'd be fair to classify them solely as a pop punk band. The others get too old to the point where their existence as an older band playing the genre is a little pathetic.
Is there a punk band prior to Ramones? No.
So there is no need to call them "pop punk". They are punk.
