OP you are asking a question that would take hours to explain, as there are university classes that spawn a year deciphering this subject.
Personally, I judge music based on innovation. I like to hear different ways that artists have written music as they experiment with what they can do. However, different =/= good, but it's a good place to start when measuring the worth of music.
