Aside from them, there really isn't any purpose in separating dream pop and shoegaze as genres.

Dream Pop is, indeed, dreamy. Is supposed to induce a relaxing vibe in some way, while Sheogaze is dedicated to fuck with your mind. It was the new-psychedelia, and I'm a fucking autist following a bait.

try the first song on that album. Tokyo Shoegazer, ironically, feel more post-rock-ish, but when they do hit those levels of effects, it's satisfactory.
