If you want good punk, you have to look for stuff that's not labeled "punk rock"...because that stuff all sounds exactly the same no matter when it was released because there's no creativity to it...maybe anarcho-punk would be a good place to look for some creative bands from the period of Zen Arcade but nothing that's really like that album

The earliest No Wave band was this outfit known as Jack Ruby. They have been around since 74. However, the scene started gaining traction in 78 with various DIY singles being released in NY. There is nothing significant with the date 1975. Also your definition is reductionist.

noise rock isn't punk. punk is defined by it's simple and fast structure. noise rock is very broad so i'll talk about SY specifically. sonic youth has long ass tracks with many different parts that have overlapping melodies, droning open strings, and are generally not very driving. punk is usually more rhythm than melody and daydream nation is filled with them
