The earliest No Wave band was this outfit known as Jack Ruby. They have been around since 74. However, the scene started gaining traction in 78 with various DIY singles being released in NY. There is nothing significant with the date 1975. Also your definition is reductionist.

A lot of "post-punk" bands are simply punk. I only consider post-punk anything that derives from the sound of Joy Division.
