Kanye's flow ranges from not very good to decent in general. What I mean by that is that on many tracks you hear how much he struggles to keep with the beat.

Lyric wise it's complicated. On one hand Kanye has something that very few rappers manage to attain: a distinct writing style. There are so many lines where you just know that only Kanye could say something like that, his pengame is very recognizable. However he amidst the memorable lines he has a lot of bad bars or cringy shit. He also has ghostwriter but eh.

Final criteria : Kanye has charisma and presence on the mic. This alone put him well above many rappers.

Overall he's an average rapper but makes it up with his interesting personality.
