It's L.A. in feel because the album shares many of the west coast rock production qualities, Steely Dan were always borderline yacht rock

It's neither and both. The nighttime/lounge aspects that exist in all of Donald Fagen's work are what's giving you NY vibes. The upbeat, escapist songs like Peg and other elements like the keyboards that evoke fusion are more of an LA thing, e.g. Tom Scott.
