I'm not saying old Frankie didn't have a better work objectively then the others. but in terms of enjoyment, they're all mild.

His most important work, not his best work. It's not exactly exceptionally crafted, it's just very sonically powerful and revolutionary.
Same reason why 4'33'' is Cage's most influential and important work, but I prefer vocal pieces like Four2 or Sonatas and Interludes.

I do it subjectively, based purely on my personal enjoyment of the track.
Because there is tracks that I can appreciate for their quality or musicianship, but don't really impact me emotionally or I have particular strong feelings about.
Just as there is tracks that are technically not all that great, but because of some personal attachment I love.
