Sgt. Pepper has better individual tracks, Sell Out is the better album.
But neither of them is the best.
I'm a Whofag and I really love Sell Out, but I gotta give it to Sgt. Pepper's, the quality is higher. That said, Sell Out does not have filler, given its concept.
