It's an intended aesthetic. It's similar to the aesthetic of the original 60's mothers of invention, just a modified form of it. It's endearing anon, just let go and enjoy the stupidity followed by short bursts of genuine melancholy.

I would agree if this aesthetic didn't taint literally everything he did after Zoot Allures. Like if it was just Joe's Garage I could say OK, the sound is part of the satire. In the '60s I liked the parodic side of the Mothers' aesthetic because it also had aspects of Stravinsky/Varese and their own personalities plus Frank's love of doo-wop thrown in. We're Only in It for the Money had a human quality to it; Joe's Garage just feels cynical from start to finish.
