Is it just bands you're looking for? Chicago has a lot of noteworthy solo artists like Muddy Waters and Freddie King who pioneered the blues movement, just not many organized "bands".
The same applies to our rap/hip-hop scene too: Kanye West, Twista, Chance, Vic Mensa, Chief Keef, etc

Chicago to me is a big town for extremely important one album bands like Cap'n Jazz and Rapeman who both had other releases but only one full length album as I recall. Then of course Album I in general but I think Big Black and Shellac are pretty spotty. I guess I'd have to give all time to The Jesus Lizard who are also pretty spotty but have more than one very important record.
I'm also not too familiar with where Ministry moved around and when but if they were there all the way through Psalm 69 then absolutely them.
Yep they were still there. Ministry absolutely no contest. Al used to live here in Austin so I actually always assumed he recorded at least the song with Gibby here but nope it was all Chicago.
