Proto-punk because the band really helped in the development of the punk rock scene in New York. This record came out in 1977, but this band was a CGBG staple since 1974, before the iconic punk bands.
It's also post-punk because in hindsight the techniques and approach to songwriting it took weren't followed upon by punk bands but instead bands like Slint.
