idk what to call it. it sounds like a prog band ripping off the velvet underground. it good. and they came up at CBGB's around the same time as Talking Heads, Ramones, Blondie etc so they are categorized as punk

Art punk was the term used before post punk. It still serves as an intermediate between punk and post punk though
For example: Wire - Pink Flag is commonly called post punk but would have been considered art punk previously. It's still sometimes called art punk because it's close to the punk sound (short songs, punchy riffs, shouted vocals) but strays away from punk by being cleaner more pop driven and slightly less formulaic. It isn't close enough to post punk though as it doesn't incorporate enough of other sounds in order to warrant a seperate sub genre. Hence its state in between which really isn't a genre but more of a descriptor (art punk)
