Noise rock is pretty broad but a lot of it is really distorted with loud guitars playing "riffs" (which are usually big walls of noise). Dissonance is usually involved.

Start with Sonic Youth's late 80's output, then move onto earlier bands like Flipper and No Trend. From there you can look towards Am Rep records for good 90's stuff

honestly anything off this album is pretty sludgy noise rock- this song is more upbeat but give the rest a listen

I dunno, I feel like if he did that, he'd kind of lose why people listen to him in the first place. Wind's Poem was a nice medium.
