Hard to say, but maybe Nimrod. By Nimrod Billie's voice had evolved to it's best point of their 90's sound (save for possibly Warning). Also, Nimrod seemed like a perfect place where they had the raw energy of Insomniac and the Folk influence that they took with them into Warning, without being dominated by one or the other.
